QURÁNIC GUIDELINES
The following people are eligible for zakat /sadaqa (it is an obligation to spend on our local community first):
- The Poor--
- The Needy (those who ask and those who don't)--
- Those employed to collect and distribute zakat--
- Those who embraced Islam recently--
- To free slaves--
- Those who are in debt--
- In the way of Allah for the propagation of Islam--
- Welfare to other nations.

Qurán 9:60It is not righteousness that ye turn your faces Towards east or West; but it is righteousness- to believe in Allah and the Last Day, and the Angels, and the Book, and the Messengers; to spend of your substance, out of love for Him, for your kin, for orphans, for the needy, for the wayfarer, for those who ask, and for the ransom of slaves; to be steadfast in prayer, and practice regular charity; to fulfill the contracts which ye have made; and to be firm and patient, in pain (or suffering) and adversity, and throughout all periods of panic. Such are the people of truth, the Allah-fearing.
Alms are for the poor and the needy, and those employed to administer the (funds); for those whose hearts have been (recently) reconciled (to Truth); for those in bondage and in debt; in the cause of Allah. and for the wayfarer: (thus is it) ordained by Allah, and Allah is full of knowledge and wisdom.

SADAQA IN QURÁN
Qurán 2:261
The parable of those who spend their substance in the way of Allah is that of a grain of corn: it groweth seven ears, and each ear Hath a hundred grains. Allah giveth manifold increase to whom He pleaseth: And Allah careth for all and He knoweth all things.
THOSE WHO HAVE PRECEDENCE FOR RECEIVING SADAQA
One's children, family, and relatives have precedence over others. It is not permissible to give sadaqa to a stranger when you and your dependents are in need of it.
Sahih Muslim Book 53 Hadith 407
Narrated Asma 'bint Abi Bakr: During the period of the peace treaty of Quraish with Allah's Apostle, my mother, accompanied by her father, came to visit me, and she was a pagan. I consulted Allah's Apostle, "O Allah's Apostle! my mother has come to me and she desires to receive a reward from me, shall I keep good relation with her?" He said, "Yes, keep good relation with her."
